Maryland & District of Columbia $0 Down Payment Homes Loans and Grants

Do you know the number 1 barrier to home ownership? It's the cost of down payment and settlement.  These costs often overwhelm and discourage first time home buyers.  Both Maryland and the District of Columbia have sought to make home ownership possible by eliminating the cost barrier through a host of Down Payment Assistance (DPA) loans and grants.


What is Down Payment Assistance (DPA)?

DPA helps eligible borrowers by funding all or a portion of their down payment (and sometimes closing cost).


Who is eligible for DPA?

Eligibility requirements will change depending on the program. Please see below for individual program information. 


How much can I borrow with DPA?

Local programs vary on the amount that they provide but generally DPA will provide anywhere from $5000 - 3.5% of the total home purchase amount. Please see below for individual program information.   

When must I pay for the DPA?

MOST DPA's are deferred loans that are repayable when you refinance, sell, or move out of the house that you financed through the DPA program. Please see below for individual program information.

DC Opens Doors

D.C. Housing Finance Agency's DC Open Doors program is a Down Payment Assistance Loan that does not have to be paid back. This is essentially “free money” – the Down Payment Loan’s balance due reduces by 20% each year for a term of 5 years, ending in a zero balance due.  DC Open Doors is a true zero down program for Washington, D.C. that cuts your out-of-pocket costs on a home or condo purchase to just closing costs and other processing fees. You can qualify if you earn UNDER $132,360 per year in income as of May, 2017. 

DC Open Doors is just like any other mortgage. You have to be able to basically qualify to borrow money for a home purchase from an authorized mortgage lender. You need steady income, a fair to good credit score, and have to meet certain other conditions. We use this program for zero down home buying for homes, condos and row homes ranging from under $100,000 to over $500,000.tact

Maryland Mortgage Program 

The Maryland Mortgage Program (MMP) provides home loans and down payment assistance to Maryland home buyers.  The Maryland Mortgage Program provides an easy 0% deferred Down Payment Assistance loan of up to $8,500 through a network of approved commercial lenders. There are additional specialty loan offerings also under the MMP mortgage program.

MMP is somewhat complicated, as the rules and eligibility can vary by County and even within each County’s Census Districts.  You can apply for an MMP loan if you are buying a home or condominium in Maryland that you will live in as your primary home, and your household income is below a certain level. The program is primarily based on household income and then geographic factors.

Home Assistance Purchase Plan (HPAP)

The Home Purchase Assistance (HPAP) provides interest-free mortgage loans and closing costs assistance. In order to qualify for financial assistance, you must meet a variety of eligibility factors based on income, household size, and the amount of assets that you must commit toward a home purchase. The maximum first trust loan amount for an HPAP mortgage cannot exceed $417,000. 

HPAP can be used by current DC residents as well as those moving into the city. Priority is always given to existing DC residents by the Home Purchase Assistance Program.  Non-resident applications are accepted, but will only be processed at times when no resident applications are pending.


The Home Purchase Assistance Program (HPAP) is designed for first time homebuyers and for those who have not owned any residential real estate within the last 3 years prior to applying.

Payment on loans made to borrowers under this program is deferred for the first five years. Monthly principal-only payments begin at the start of the sixth year of the loan and will be amortized for 40 years. The entire amount of the loan is immediately due and payable if the borrower transfers the property, the property is refinanced (unless the refinance meets certain conditions), or the property ceases to be the borrower’s primary place of residence.

Within Reach Grant (formerly NHF Sapphire Grant)

The Sapphire Grant, sponsored by the National Homebuyers Fund, Inc. (NHF), offers 3% - 5% towards Down Payment or Closing Costs. There are several requirements but the big plus of this grant is that borrowers do not have to be a first time home buyer.

Homeownership for Individuals with Disabilities Program

The Homeownership for Individuals with Disabilities Program is offered through the Maryland Department of Housing and Commu​nity Development and is available statewide. 

Eligible Borrowers:

  • One of the borrowers is disabled

  • One of the borrowers is a guardian for an immediate family member who is disabled (regardless of age) who resides with one of the borrowers and is cared for principally by one of the borrowers

A "Certificate of Disability" completed by a health, mental health, or disability professional is required.

Borrowers MUST complete state approved home buyers counselling.

Participants minimum cash contribution is $500.00.


Maximum Current Annual Household Incomes:

The total combined income of all members of the household may not exceed:

  • $107,000: Washington D.C. PMSA (Calvert, Charles, Frederick, Montgomery, and Prince George’s Counties);

  • $90,100: St. Mary’s County; and

  • $87,200: all other areas of the State.

Maximum Purchase Prices:

  • $289,470: counties of Allegany, Caroline and Dorchester;

  • $287,257: non-targeted areas of Wicomico County; and

  • $300,000: remainder of the State.


  • In order to be eligible for a Homeownership for Individuals with Disabilities Program loan, the representative credit score must be 640 or above.
